good questions there, as noone knows if you want all new, or if you prefer amd or intel, Im an amd guy so helping you build at that price would be fairly easy, Intel I cant help much

hyper evo 212 a better cooler, could use fx 8320e and overclock to do just as good, hence saving money, 8gb is more then enough for gaming although 16 is nice

Noctua here about 2 degrees better, putting a second fan on the EVO basically the same for about a $20 or so price difference (EVO lower )

I have both coolers here, settle with my hyper evo I ran 3 degrees lower using same cpu and same thermal compound

Yep, individual rigs will vary,I've never seen a couple degrees as being worth twice the price, I've used a couple hundred EVOs and the earlier Plus model and with no real problems, if OCing say a 4770K or 4790K over 4.6 I generally look at the better air coolers, like the CM GTS V8, Noctuas or Phanteks
