New Build with USB issues and Random Lockups.

Hello all! First of all, thank you for being a part of this awesome community. I have been a Tom's Hardware freeloader for a long time. I hope to balance my karma by contributing after I am less of a nooblet. :pt1cable:

Here is my problem today:

I have just finished building a new PC, and I have installed updates and drivers successfully. Now, I am getting strange USB devices behavior; any mouse I connect (I have tried two) cuts in and out (although it is not actually disconnecting, rather it seems to be "lagging" or otherwise having an input issue) seemingly at random. Keyboards appear to work fine so far, however.

In addition, when running a 3D program (does not seem to matter which program; have tested two DirectX games, Star Citizen and The Talos Principle, and online videos, including YouTube), the system will run with no video artifacting, stuttering, or other visible issues, then it will suddenly freeze and make a buzzing sound from the speakers (not the MoBo speaker; the audio device) which seems to just be a tight-loop of whatever sound was running at the time. This lockup/freeze is system-wide; while the computer still runs and all devices continue to physically operate, I can't open Task Manager, minimize the application, or anything else. I have let this "hang" continue for about 15 minutes, but have never had the system BSOD or reset itself. It just stays hanging, and I fear letting it hang even longer, lest it burn itself up or something equally horrible. It also does this sometimes at the desktop or while using a web browser, albeit without the buzzing, presumably since no sound is running at the time.

This "hang" seems to be inevitable and will occur sometimes within a minute of turning the PC on, and other times, I have had the machine running for 10 hours before it happens (although not a 3D program for that long).

Specs:

CPU - AMD FX-9590
Cooler - Corsair H55 closed-loop liquid cooling system
Mobo - ASUS Crosshair V Formula-Z
GPU - XFX Black Edition Double Dissipation R9-290X
RAM - Corsair Dominator DDR3 16GB (2x8GB Modules)
Windows 8.1 on Corsair Force LX SSD (Sata3)
Secondary 3TB 7200RPM Seagate Barracuda HDD
PSU - Corsair RM 1000 Gold (1000W)
Case - Corsair Carbide 500R

Things I have tried:

I have tested the memory modules separately, using windows memory test. No errors found.
Tried 2 different identical video cards. Same exact results with both.
Stress-tested CPU using AMD Overdrive. No errors, and temps were fine.
Stress-tested GPUs using FurMark. No errors, lockups, or other issues. Temps were also fine.
Reset CMOS. Gave a burnt offering to Elohim.
Disabled USB selective suspend in Windows Settings. Disabled PCI link state management.
Cleaned out AMD GPU drivers using Display Driver Uninstaller and reinstalled.
Finally, I erased all drive partitions and reinstalled Windows 8.1 on the SSD. No difference.

Thanks for reading--please help me find something I didn't think of. Thanks in advance for your help! :)

I just recently put an x99 build together for myself and was having similar USB issues. Turns out the controller was dead. I was within return policy so I simply swapped the board out and problem solved. You can try reinstalling USB drivers but worst case exchange that motherboard if you can.

Interestingly, it seems that since I underclocked the CPU using AMD Overdrive (ironically), the USB issues have all but ceased.

I think it's the damned motherboard. Its original spec claims it can handle 125W CPUs... but for some reason lists the AMD FX-9590 (a 220W beast) as compatible...

Update your BIOS, It's newest version, 2201, tells you it has some USB fixes. I have the exact same board (and CPU) and got the same DPC latency problems with my USB devices.

UPDATE BIOS!!! :D No need to bring your board back, hope I'm not too late to help
