To be honest I wholeheartedly disagree. Most RAM is compatible with any other RAM (of the same type). The default timings may have to be manually changed but so long as it meets the specification for DDR3 you can usually find a compromise which will get you running both stable.

HMm on the ramc specs sheet it says that youc an run it on1 .5 with CL 11

Best bet is to buy a single package of the full amount you want. There are no guarantees when mixing packages of DRAM - EVEN of the same exact model, and no not a good idea to mix diverse voltages. Another thing that can cause problems in tryiing to mix is if the one set is 1600 and 1.65 it may welll be made with iffy memory chips, it shouldn't take 1.65 to run a 1600 set, over 95% of all 1600 DRAM is 1.5 or lower, even the high performance sets
