CPU Fan too loud on startup [FX-8350]

Hi guys, I have an AMD FX-8350 8 Core Processor stock at 4.0GHz.

Whenever I start up my PC, the cpu fan automatically runs at 100%, which is 6100 RPM. It literally sounds like a jet engine, despite how cool the CPU temperature is when I check with a program called HWInfo. I found a short-term solution to this, which is using a program called MSI Command Center, where I can control my fan speeds and set them to 50% so the fan is quiet and not loud for no apparent reason.

Thing is, when I set it at 50% power for the fan, the CPU is still cool and the fan is whisper quiet. The temps are the same for when it is at 100% fan or 50% fan.

How can I make it so the fan doesn't automatically jump to 100% and become extremely loud like a jet engine even though the CPU is at such a low temperature?

But if my fan was on a 3 pin like you're saying now, I wouldn't be able to change the speed?
I'm able to change the speed on my fan currently, does that make a difference?
 


If your able to control your fan speed then you have a 4pin fan connected to a 4 pin connector on the motherboard. I do believe your good on this front. Try checking in your bios settings for fan speed, it might have the fan set to 100% instead of auto or your target CPU temp might be really low so it's trying to achieve an unrealistic temperature.

In my BIOS, fan target CPU temperature is set to disabled.
