Which one has better graphics?
Some say that a gtx 960 can't run all games at best performance, then why can a ps4 run all games at best performance?

The graphics used on PS4 games are vastly inferior to those used on PC games. The most obvious changes are texture details, resolution, and antialiasing. This means that PC games are much harder to run than PS4 games.

As far as pure graphical power goes, the GTX 960 is a much more powerful option than anything a PS4 can offer.

That isn't an apples-to-apples comparison... If you want a gaming PC that achieves at most 60FPS at 1080 (or 900) resolution, then the GTX 960 is a great option and is more of a direct comparison. When you talk about the PC gaming on multiple monitors or a higher resolution, then the GTX 960 will have trouble keeping up on max settings.
