Slow internet after fresh install.

So i installed windows 7 64 bit windows. After clean install (i had viruses) i installed all the latest drivers google chrome steam ex. But when i started downloading games from steam or mods from google chrome my download speed was 1mb/s from steam and even worse from chrome. Befor i was getting like 5-6 mb/s in steam and 3-4 in chrome.
System specks:
Windows 7 64 bit
Amd a8-5600k
8 gb of ram
Msi 760 2gb
gigabyte ga-f2a55m-ds2 motherboard

I have all the right settings on my router all the drivers the only change is that I reinstalled win7 and i am a sad panda cuz i cant download steam games and i sped 100 euro on games in the steam sale and i cant play 2 of then and i havent stopped downloading since the 19 of june. 11 more games to go + expansions and one of them is GTA5 so i want to get it fixed.
