The zalman also doesn't use pwm,you know that? It uses a manual controller, some like that,i think it's too much hassle.
Other options as stock replacement within your budget,

i think all better than the stock one,one even got a blue led fan.Overclocking on air isn't that great from what i read, you would need a pretty decent liquid cooler to manage that.So with a turbo of 4.4ghz would i leave that alone with one of these.
In the end will the zalman you picked also be enough as a stock replacement,so if you still like it go for it.If wanting a blue ledfan could you also pick the cooler master 212 EVO and put a decent blue led fan on that one.

These are pwm fans. The deepcool should already do fine.Could be used on the cheapest zalman as well so your budget would still be enough.
Don't know what you mean by composite, but i suspect you mean cooling paste which comes whith each cooler, probably just a little bag for one time usage though.
The other though is to wait until the cryorig is back in stock, but i don't know when that will be.
I would just pick the Optima or Evo+ledfan if you need to have the cooler now and want that led fan for the looks.
I don't even know the width of your case,so that EVO and the Logisys might not even fit with a height of ~160mm.Look at that too.
In retrospect maybe not so much help.
I only gave you more choice.
