PC Gaming Performance After Start Up

Basically I will start up my PC, load up a game, and it will run at like 10 or 20 fps. Then I restart my computer and if I'm lucky I will get a smooth 60 fps or maybe it will be around 40 fps. I sometimes have to restart 3 or 4 times to get the performance that I SHOULD be getting. I really don't know where the problem is though, I checked my GPU clock speed when my game was running poorly and when it was running well, it was 1366Mhz for both and the temperature stayed less than 60 C for the time I was playing. So doing this I've ruled out the GPU as the problem. I've updated my BIOS, my GPU and CPU drivers are up to date.

It's more noticeable on graphically intense games, but the performance of most 3D is less than what it should be. I've turned off my Anti-Virus to see if it had an effect, it did not, so that not the problem. I checked my CPU usage and when the game was running poorly, the highest I saw it go was 77%, it was at about 30% when not much was going on in-game.

I didn't have this problem when I first built my PC, it occurred a few months after. So something must have changed, I just don't know what.

I'm playing GTA 5, Batman Arkham Games, Witcher, Payday 2, and indie games like Binding of Isaac.

It isn't as noticeable on smaller indie game, but depending on how graphically demanding the game is, I will immediately notice the difference whether the game is running well or not. If it's not, I have to restart multiple times for better FPS.

Any suggestion you have can help, don't worry too much about it. I have asked this question multiple times on different forums and haven't gotten much help. Take your time and thanks for the effort.

Yep, I set to "adjust to best performance". Right now I just did a benchmark test in GTA 5, it was running around 60 fps, dipping down to 50 sometimes, but that's fine. Right after this, I shutdown my PC, turned it back on and started GTA 5. It was running between 10 - 20 fps.

When it's running at 60 fps, the GPU load was at 99% pretty much, and CPU usage about 75%.

I'm using GPU Z to check the GPU usage, do you think a screenshot of it will help?

I'm going to see what the usage is when running at lower fps.

These numbers are too high. I think there is something affecting your CPU load aside from gaming. What hard drive do you have?

Well this is weird, I might have fixed it. I was seeing if tweaking my cpu little bit would help, I increased my CPU voltage to 1.200 and CPU ratio to 36. I've restarted my computer 5 times now and have got a solid 60 fps every time. So...I guess I can't show you the usage on low fps. Let me test it out a few more times and we'll see if this is resolved

It does seem awfully high, but I might have resolved it by increasing my CPU Ratio to 36 and CPU Voltage to 1.200. I'm gonna do a few more tests to see if this actaully fixed the problem.

Wait a minute are you overclocking? If so go into your bios and revert everything to stock. Also run Western Digital Diagnostics tool and test your hard drive. What do you have for malware protection?

I apologize, I accidentally chose this post as the solution.

No, I was not overclocking. My CPU and GPU were all at default settings, but I tried this and it might have worked. I have Malwarebytes for malware protection.

Alright, I used Western Digital Data Lifeguard Diagnostics to do an extended test and got a pass on SMART status, everything seems to check out

Alright, it found 1 malware called optimizer.pro, I activated a 30 day trial so it let me remove it and any traces there were. I also reset my CPU to it's default settings. I tested out some games and it's doing it again, the fps was 25-30. At least we got rid of some malware.

I've updated my ASUS Z97-A BIOS to version 2401. The latest version is 4.00.01, but I don't know how to update to that version, there is no .CAP file that I can find.
