I have the GTX 970 and i have noticed people with the same card has been capable of playing games on higher settings than me with better fps like the wither 3 wild hunt. i have noticed that everyone who plays it on higher than me has a better cpu and i was wondering having a quad-core 3.20GHz (intel core i5-4460) how much would getting something like a 4790K - http://amzn.to/1NADUdr improve my pc in terms of gaming?

ah, so you have the i5 4460? Yeah, you won't see a lick of difference in gaming performance really. i7s are mostly for video rendering, running like 5 screens at once, etc. Not worth it. Your i5 isn't bottlenecking any games so you don't have to worry about that.

It really wouldn't be worth it to you, unless you wanted to overclock. You can gain a lot of performance overall by overclocking K models like the 4690K/4790K

However your gains in gaming will be next to nothing, as 3xxx/4xxx series i5 processors are more than enough for the job. Making overclocking(for the most part) a hobby for gamers as opposed to an actual and justifiable means of getting more performance

It would be an improvement, but not anything drastic. The extra clock speed, cache, and hyperthreading would help some. It really depends on the game.

For most applications the difference between an entry level i5 and an all out i7 is about 20% FPS with the same GPU at the worst.

There are some optimizations out there for Witcher 3 that can make a huge impact on FPS. Turning off Hairworks and lowering the background detail are the common recommendations I see. Then the GTX970 comfortably does over 50FPS at 1920x1080.
