The build I picked from pcpartpicker.com comes out to a total of $768.00
The same build on the canadian site is $1,000+

Do they ship to Canada and would there be a big shipping fee involved?

Some stores will ship to Canada and some won't. Sometimes there can be an issue with payment - some stores cannot charge to a VISA card with an address outside the USA. The only way to know is to contact each store for info.

You also need to know other cost factors. Shipping costs are certainly one, and shipping into Canada is often much more expensive than to a USA address. So you've got cost of goods plus shipping/handling in US$, and those are subject to international exchange rates. Right now I find you pay about C$1.265 for US$1.00 So your US$768 becomes C$971.50 BEFORE shipping costs.

When the stuff gets to the border there are one or two additional costs assessed in Canada and hence in C$. Some of your stuff might be subject to import duties from 5% to 20%, although in my experience most computer components seem to be exempt from duty. Of course, you will have to pay GST or HST to some government agency, but you'd have to pay that in a Canadian store, so forget that item as far as comparing costs goes. But on incoming shipments there is usually a Customs Broker who does the actual work of examining the shipment and billing for any duty and taxes to be collected, and these guys very often charge C$ 25.00 and up for ONE package. So be VERY careful how many separate shipments are ordered!

If you add it up, there may be very small saving available. I do buy from the USA on-line, but I use a different method. I can be inside the USA in 45 minutes from my home by road. At that point there is a business in the USA that is a parcel receiver. I have my stuff shipped to this American address - so shipping costs are inside the USA. The receiver company charges me US$3.00 per package to receive and hold until I come to pick up. The I bring them across the border, acting as a private citizen importing goods and declaring them all. So I pay any duty and HST at the border, but I don't have to pay an additional Broker's fee. Thus I can save those costs. But still, I always check the exchange rate - that's a BIG factor! - and find many times it is almost the same cost in C$ from a Canadian seller who ships to my door.
