Don't get the Gtx 960 4gb. The R9 280x performs much better, despite the greater wattage. Right now you can get an r9 290 for the same price also!

Is the stock fan that comes with the processor really worth it to change if you aren't overclocking?

No, but it will run much more quiet compared to the stock cooler. Ultimately your choice.
