Using a powered external USB hub without the power plugged in?

I have an external Blu-Ray drive which I hoped to use with my Surface Pro 3. Turns out the one and only USB port on the Surface doesn't provide enough power for the drive, so I am going to get a powered external USB hub.

Can you use a powered hub without the power plugged in? For example, if I only wanted to use a mouse and keyboard which doesn't require much power (I think) it would be nice if I didn't have to connect the power to the hub.

Yes, but it is limited, as you suspect.

I can run a mouse and keyboard on mine. But as soon as I engage the mobile HDD something will "disconnect", usually the thing I'm trying to use.
