Only 2 cores shown working most of time on Intel i7-3770K Advice to change msconfig = disaster

I was advised to go into msconfig and uncheck the number of processors box to fix this problem
This was in win8,1 Pro. Luckily I didnt do this, but seing a 1 in the box, changed it to a 4
(somehow my instincts told me that the "cpus" here may have related to the number of cores, so instead of unchecking it as advised, I changed it from 1 to 4)
That seemd to fix it, repeated boots came up with CPUID and AI showing 4 cores as it should.

Now I tried the same thing in Win7 PRO (booted from a seperate disk) msconfig showed this already set to 4 in the cpus box, so I took the advice given as Win 7 was reporting only 2 cores running in AI and CPUID and UNCHECKED the box, then rebooted.
But now Win7 is permanently down..it wont reboot. Auto Repair fails, restoring to a previous saved state also fails. Is there a way of accessing the registry through DOS mode (command.com?)
so I can reset the msconfig box to at least one cpu present?
I need to use Win8.1 and Win7 concurrently as my application (Cyberlink Power Director 11) no longer works fully in Win8.1 after the latest Msoft updates, and I have to reboot in Win7 to make menus after rendering in Win8
Else I have to re install Win7 from scratch and lose a lot of data from my last restore date
The advice was doubtless given in good faith, but be warned not to do this in Win7PRO
(and maybe Win8.Pro too) until this caveat is resolved

Try going into the BIOS and changing the CPU Cores.If it's the classic BIOS (Blue and white) you shoud be able to do that.
