Time to upgrade CPU cooler? [Non-OC Gaming Build]

My Build:
Intel i5 3570 (Non-K)
GTX (970 non oc)
Stock Cooler (I'm sorry, I know, please don't throw things at me)
CX 750M 750w Power Supply

So I just played Batman Arkham Knight, and stuff ran smoothly until I got in the bat mobile.Things dropped from 55 fps to 15 fps and my core temps rose to around 68-70 degrees Celsius. It sometimes gets hotter when I have a bunch of stuff running + a graphics intensive game, and I don't like that.

I have my eye on a Cooler Master Hyper TX3. It's cheap at 18 dollars and should fit my LGA1155 CPU Socket on my motherboard. Do you guys think I should get it? Will I see a drop in temps? Are those heat pipes as magical as they look?

I use a TX3 EVO on my i5-4590 that's more difficult to cool than your CPU, particularly if I run Prime95 28.5. While running Intel XTU CPU Stress Test, it doesn't exceed 64°C (it's an easy stress test) at a 23°C ambient temperature. Run it on yours and you'll see how warm your CPU runs. Since my delta is 41°C, you could expect yours to be a bit lower with the TX3 and higher with the stock cooler. $14 over the cost of a complete system is not significant; the main reason to buy the TX3 is its smaller size (also a drawback as it limits its cooling performance) and easy installation.
