Can a hard drive cause lag in games?

Here is my build:

CPU: AMD FX-6300 (overclocked to 4.7Ghz)
CPU Cooler: Corsair H70
GPU: AMD 7970
SSD: Samsung 840 EVO
HDD: 5400rpm WD 128gb
Ram: 8Gb 1600Mhz
Motherboard: MSi 990FXA-GD80
Case: Corsair 300R

So i recently bought Grand Theft Auto 5 but i'm noticing a lot of stuttering. I installed MSI Afterburner to show my in game CPU and GPU usage to see what was causing the lag. My CPU usage never exceeded 70% and my GPU never exceeded 25%, so i checked task manager and saw my HDD (where the game is installed) was spiking to 100% constantly but i never heard of a hard rive causing lag before, can this really be the issue??
 
Solution
A slow hdd can DEFINITELY kill your performance. Especially a 5400rpm drive brothah. Try throwing gta on your ssd ( if you can ) to maybe confirm the problem. Maybe borrow a 7200rpm** drive from someone. If the issue continues, then we can keep troubleshooting.

Sorry that you are facing some issues with your WD drive. :(
What is the model of the drive?

It is possible that the lag is caused by the drive. This is an open world game and there is lots of texture loading. You can easily see whether this is the case if you just install the game on your SSD and run it.

A slow hard drive especially a failing one can cause issues. I was experiencing issues loading into smite games usually the round was a couple minutes in before I finally loaded in. After swapping out my hdd I was loading in first almost every time.

The model number is WDC WD1600BEVT-80A23T0. I ran the extended test and it checked out ok, I just installed windows on a different drive to free up room on my SSD and i am re-installing GTA V now.

GTA 5 just finished installing on the SSD, was still lagging with cpu usage never exceeding 70% and gpu usage was around there as well. After i finished the first mission my game crashed, here are the details.
