What is better? Sapphire r9 280x dual-x oc or and Radeon r9 380

Solution

There is often a shift in the lineup when refreshed as AMD did, but this time, they are pretty much direct rebadges. 290X = 390X+oc, 290=390, 280X=380X and 285=380 and so on.

Thus, the 280X is more powerful as the 380 is a rebadged 285 which was a tweaked 280.

After checking out the specs of the new R9 380(here on Tom's), I'd go with the Sapphire Radeon R9 280x dual-x(I have this card currently-it's fast). The 280x has faster GPU clock speed, more shaders, more bandwidth. The R9 380 though has 4GB VRAM versus the 3GB VRAM for the 280x so if that means more to you, then go with the 380.
