frame rate issues in games

my PC is having some frame rate issues if my frame rate is at 60 and it drops down to 59 it will give a really noticeable annoying stutter and also if my frame rate is 100 and it drops to 70 i can also see stutter with a 60Hz monitor. one last thing is my frame rate drops really fast and sudden out of nowhere for example if i have 100 it will drop to 70 in a split second and go back up.

my specs are :
cpu- fx-8350
gpu-gtx 680 galaxy 4gb edition
ram-Corsair Vengeance 16GB (2x8GB) DDR3 1600 MHz
motherboard-GIGABYTE GA-990FXA
psu-Corsair HX Professional Series 850-Watt

hmmmm... Doesn't seem to be any issues with the power of your gear. Maybe poorly optimized computer?

Just some friendly reminders
- try to close any unneccesary programs in the background ( especially chrome )
- Msconfig ( or task manager for 8 ) disable anything you don't need to start up when you turn on your pc.
- CCleaner is your bestfriend
- Remember to defrag~
- And keep your drivers updated!

now that were past that, for any stuttering and stuff, maybe enable your Vsync to smoothen thing's out. Have anymore information for us that you might think could help?

what temperature do you think my cpu and gpu should run at when playing intensive games like battlefield 4 and gtaV cause they can get into the 70's which seems pretty high to me unfortunately i have a stock cooler on my cpu but im gonna run a anti malware and use ccleaner right now

im going to clean my pc so i can get some lower temps see if it helps and eventually get a new cpu cooler (i have the stock one) my cpu has gotten pretty hot before but this has never been an issue because of it my pc gets dusty can you recommend anything to stop the dust from getting in

Dust will always in no mater what we do,
I can only suggest do regular cleaning, more often if you live in dusty environment ..

there some apps can log cpu speed, temp, in graph..
u can use it to compare with your fps drop, see if it throttling because of heat..

or you can try runs prime95 stress test and heaven/valley (or any gpu loop benchmark) at the same time
see if there is throttling happen..

i have open hardware monitor to check my temps but how would i be sure if its throttling exactly.

look at the speed, usually to cope with overheat cpu will down clock it self,
hence lost a performance for a moment...

if the down clock happen almost at the same time as fps dips, that's is the problems..
this also applied for GPU...

edit: and the temp is rising/hit limit at that time...

Try Advanced SystemCare software. It not only cleans your OS, but it also optimizes it. And also try Driver Booster if you have outdated drivers... sometimes, outdated drivers cause those annoying stutters in games..

And don't forget to clean your PC every once in a while. Dust on hardware makes it go even hotter.. and being hot causes some stuttering...
