Neither is better overall in all cases. For instance in a case where you need 3GB of memory being used then the 4GB one will be better because the 2GB one will have to swap out data to system memory causing it to be dreadfully slow (I'm assuming you are talking about video cards). Yet in cases where under 2GB of memory is being used, assuming they are the same memory type and clock speed, the 128bit one will be faster because it essentially transfers twice as much data at a time.
If you are looking at video cards you should probably pick a budget first, then find cards that fit in that price range and find the one with the best performance using real world benchmarks. Unless you have some specific need for certain memory requirements (like very high resolutions, or incredibly large texture scenes) then the underlying performance of the card is what you want to look for rather than the details of the memory interface.
