Is Memory Clock important or Memory bus???

Neither is better overall in all cases. For instance in a case where you need 3GB of memory being used then the 4GB one will be better because the 2GB one will have to swap out data to system memory causing it to be dreadfully slow (I'm assuming you are talking about video cards). Yet in cases where under 2GB of memory is being used, assuming they are the same memory type and clock speed, the 128bit one will be faster because it essentially transfers twice as much data at a time.
If you are looking at video cards you should probably pick a budget first, then find cards that fit in that price range and find the one with the best performance using real world benchmarks. Unless you have some specific need for certain memory requirements (like very high resolutions, or incredibly large texture scenes) then the underlying performance of the card is what you want to look for rather than the details of the memory interface.
Well, first of all the 730 is a very entry level card... I would hesitate to even call it a gaming card. Second these are using two different memory types, the one with the GDDR5 will be faster in situations that you don't go over the 1GB of RAM used. In new games with large texture sets that is nearly all the time though. This means that if you want to have your texture settings higher then the 2GB card makes more sense. If you don't really care about the texture settings as much and are find with turning them down a notch or two then the 1GB card will be faster in most cases.
In either case though, it's a fairly slow card. I would seriously recommend seeing if you can up your budget slightly and do something like these cards instead if you want a better gaming experience:
