Is my motherboard shorted, or is my psu shorted?

So I built a new high-end computer and when I put it all together it all worked perfectly fine, and it still works perfectly fine. However, when i placed my GPU (R9 290 Watercooled) into the motherboard and hooked it up to the power supply it didn't work. The computer remained off and did not turn on at all. The power supply did not even turn on, the lights and fans were off, there was nothing. I checked the capacitors on my motherboard and they are all perfectly fine, nothing is blown, bulging, leaking, or anything like that. The motherboard is brand new I bought it from Newegg. But the power supply is a year old and I got it from a friend. I believe the PSU is shorted and not the motherboard. And if you're wondering if my GPU is the problem, no it isn't I tested it out on a different rig and it worked beautifully. It's either the motherboard or the psu and I think it is the PSU... I hope. I ordered a new one (EVGA 850w B2) and hopefully this'll solve my problems. Thanks in advance if anything was unclear or missing please tell me.

Intel Pentium G3258 (Stock cooler)
R9 290 Watercooled (not installed yet)
8GB G-Skill Ripjaws Series RAM
1 year old Corsair CX750m PSU (what I believe is the issue)
Asus Z87-A Motherboard (what I hope isn't the issue)
120GB Mushkin SSD
1TB Western Digital HDD
DIY PC case Zondda-O

I know this is late, 3 years late, but if anyone else is having the issue that I had the problem was that the case was shorting the motherboard. I invested into a new case and all was well.

I didn't try breadboarding the motherboard because I don't know what that is. And I have a very strong feeling that isn't the motherboard because it is brand new and it works without the GPU. I believe that the PSU is shorted and when I ask it for more power to supply my GPU it dies out. And I did not attempt trying a different GPU because I don't have another but I am pretty sure the same result will occur.
 
Breadboarding is testing outside of the case. The PSU has a single 12V rail and the additional power required to POST when a GPU is installed is minor. If both PCI Express cables are connected to the correct PSU sockets (I believe you can't go wrong), then it should power up.
