A non gamer needs help finding a graphics card

Thanks in advance for any help. I tried searching for a similar questions, but the answers were all a couple of years old.

I just upgraded to an AMD 8350 with an MSI 970 gaming Motherboard. I have 8 gb of 1600 mhz RAM and a 650 watt power supply (I have no idea what brand it is and am too lazy to look).

I am not a gamer. I use my computer for basic Windows and internet stuff. I would like to start some light video editing (using Sony Vegas) and have heard that a decent card can really help rendering time.

But while I want quality, I don't want to spend more than I have to. A few extra minutes rendering a video is not going to ruin my day.

So what should I get? On Craigslist. someone is offering a 1GB MSI HD 7730 for $30 U.S. dollars. Should I jump at it? Or should I get something from Fry's (my local electronics store) In yall's opinion, what exactly should I be looking for?
