Need 4k gaming build advice, budget $2000+

Recently came into some funds and looking to spend a bit less than I spent for my Apple IIe back in 1985, heh. ($2600, but hey, it had a 300 baud modem, so, you know, *awesome*)

Anyways, smooth 4k Witcher 3 can be considered the goal here.

I am partial to AMD cpus and video cards. Interested in trying the AMD Fury X. From what I've read it promises to be better than the 980 Ti in the long run when DirectX 12 games start coming out that make more efficient use of memory.

The FX-9590 seems like the "best" AMD processor out there, but a 225w power hog makes me nervous. Any recommendations that can do the job as well without setting the case on fire?

Planning on 4x8gb memory, my understanding is ddr4 isn't particularly better than ddr3 but if that's false please edumacate me.

Also need recommendation for an attractive case that can handle two liquid cooling radiators, for cpu and for the fury x. I don't mind going full size tower if necessary. I'd rather have it run cooler than smaller, but if I can have both, sure.

I'm assuming ill need a 1000w power supply whichever way I go, probably corsair.

Storage, full SSD, single 1TB drive, probably Samsung EVO.

For 4k monitor I'm leaning toward a Dell 27 inch that I can get for about $550. Question though: is there a reason one shouldn't just use a much cheaper 4k led tv as a monitor? I'm not sure what real difference there would be? It's not like I'll need multiple inputs or anything.

The thing I need the most advice on is motherboard. How important is PCI 3.0? I'm willing to splurge on this component for upgradability.

I would prefer not to have to overclock.

Note: I could be convinced to go Intel for the cpu if it can run a fury x as well as an amd board and cpu could... I've just always had a superstition about it being wiser to pairing amd video with amd boards and keeping nvidia on Intel for driver maintenance.
