The system will shut down if the PSU can't keep up. The PSU will also overheat and might fail damaging your system.
It is not okay to go over your PSU power limit, PSUs aren't made to run at near/over their limit for long periods of time. You should always aim to keep it under 85% of its max rated power at least.
