r7 260x - fx 4300 with a 350 watt psu?

I am looking to buy a used PC. It has an R7 260x gpu and fx 4300 cpu and a corsair vs350 psu. The guy assures me that this pc was built by a reputable specialist company and that the psu is enough but I'm not so sure. Any advice would be appreciated, what are the risks involved if the psu is not powerful enough?

The 260x has a TDP of 187w under load, the FX4300 has a TDP of 143w under load. So in total it's 330w. Now put in a hard drive, optical drive and a fan or two, and it exceeds the 350w, so you got a system on fire.
If the PSU is not powerful enough it will fail to boot and might damage the system.
