My Windows 7 has been stuck on this issue for awhile. F8 doesn't work to boot in safe mode and I appear to have lost the Windows 7 disk to be able to restore my computer. Is there any solution to this?

Os: Windows 7 64 bit
HIS graphics... not much to remember
