So... I'm in a bit of a pickle. (boot error) Windows 8.1

So whenever I boot up my windows 8.1 machine I get an error "VIDEO_DRIVER_INIT_FAILURE" that won't let me continue to windows. I have tried the windows recovery options such as 'refresh' and 'reset' and any other options that they offer. However it's to the point that I need a system recovery disk to continue but I was too stupid to create this when my machine was working properly. So what is my next step how do I create a recovery disk without access to any type windows 8.1 machine?

you can always download a windows iso from microsoft. totally legaly, on any pc. and use a usb stick or dvd. but first i would try to start windows in safe mode.

Thanks for the response but I have already tried booting from safe mode as well as disabling heavy graphical interface since it was a video driver that is failing. Would the ISO file be used as the recovery drive or just as a boot drive? Thanks
