It shouldnt directly impact performance, however its low quality. If the unit goes out, it very well could take the system with it. Not to mention its not going to deliver its rated wattage. If the unit cant keep up with the system, it will then cause instability.
The PSU is the last place you should cheap out on a system.

That depends on if the Amps are just barely enough to run the unit, with cheap supplies you have to worry about faster decay and the thing blowing and taking out you Motherboad and GPU.

-Decay- Overtime a Power Supply will supply less power due to parts wear, this is more noticeable with cheaper units and after 2 years can be as much as 30% less than what the unit is rated for. A good quality supply will still hold 80% of its rated capacity after 5 years.
