Keyboard and Mouse won't work on W7 Login Screen

I installed graphics drivers for an old Geforce 9600 GT that i had waiting until my new card arrived. After rebooting my keyboard and mouse won't function in any port on the Login screen or Safe Mode. I even tried restoring to before I installed the driver and it still won't work
(Note I don't own a Windows 7 disk

Like I said, I restored my computer before I installed drivers. I ended up even unplugging the whole graphics card. It's not really making a difference.
