Please Help, New Computer with Frequent Freezes

Hi guys,
With much sadness i must ask for help, a few weeks back my and a buddy built a new computer for him, see specs below, and ever since then he has been plagued by freezes that are seemingly unrelated, normally he can get away with it working for a few hours but any stressful test will cause an unrecoverable freeze. He has since replaced every single part on his computer and is still having issues. He recently took it in to a shop for diagnosis which they replied it was artifacting so replace the graphics card, which he has since done, only to find it still freezing. even being a computer guy i have no idea what can be causing the issue. We have done everything possible.
Amd FX 9590 (liquid cooled and NOT overclocked)
asus ROG crosshair V formula Z
8 gb corsair ram
Corsair CX 600
GTX 970 strix by asus
samsung 850 evo 120gb ssd
Blue 1tb hdd
windows 8.1 (twice reinstalled)

I'd guess underpowered PSU (and poor PSU to boot) - AMD recommends at least 1,000 watt PSU with the 9590 (High I think,, but would still want at least an 8-850, you've got a Corsair CX 600 (they use weak/cheap caps), that would be first thought, get hands on a good PSU and give that a try
