I'm unsure what triggered this change, but all of a sudden neither my keyboard nor my mouse work in Windows 8.1. I've tried an alternate keyboard as well as an alternate mouse and no luck. I've changed my mobo recently, but it was working for a week before this happened. Messing with legacy USB options and keyboard and mouse support in the bios did nothing. No matter what USB port I use, they all work in the bios, and none of them work in W8. I also cannot get to the advanced boot options via USB. Can anyone help?

Solution
open up device manger.
Run > "devmgmt.msc"
under the USB controllers, is there one showing with a yellow warning triangle in the bottom right of the icon?

if so, right click it, uninstall

confirm

Then under Action drop down, "Scan for hardware changes"

I have seen more than one laptop with this stupid problem under windows 8.1 - have no idea how to make a permanent solution, as it is sporadic and affects people for no clear reason

you will have to do this every time it doesn't work if it does fix it

Same....

There seems to be a spark in this problem. -
"I recently tried updating my computer to the latest driver software. During the update, I noticed a loss in my mouse and keyboard. I could not type nor use the keyboard to check the status of the update. I left it alone for a while and found that the problem was not resolved. I held down the power button in frustration and found (later after a reboot) that I cannot get passed the log in screen. No keyboard and mouse = no way of entering the password.

I have a NVIDIA GTX 660 Ti and Windows 8.1

I have tried safe mode, system repair, and NOTHING WORKS!

I would use system restore, but for some reason....

ALL MY BACKUPS WERE DELETED!
Please help. I am stuck without options right now..."

You could always try to use keyboard shortcuts. It's a little clunky if you've never had to use them before, but you should be able to get around fine, then you would be able to access device manager and whatever else you need to try and resolve your issue...
