2 TB HDD has 500gb Used on Fresh install

Just reinstalled Windows 7 and deleted old windows data.
My HDD both in Device manager and Explorer show that out of 1863.01 GB Capacity
only 1357.09 GB is free.

I can't figure this out. Where is 500GB of data hiding on my fresh install of windows?
 
Solution
you have to redo the install. boot the windows cd go to advance mode and delete all the partion on the drive then reboot. there should be if you look under disk management two partions. on the drive if not there your issue.
if you had windows back up your old files and made a windows.bac folder. then a lot of it is used from the old windows install and the old system partion on the drive. to do a real clean install you have to delete all the partion on the hard drive then reboot and let windows make two new ones..system partion and data partion. the system partion should be 250-300megs.

I deleted all my custom folders from windows and reinstalled using my windows 7 disc doing a fresh install not an upgrade or repair. I did not back up anything. I told windows 7 to install onto my HDD that already had windows 7 and it gave me a warning that it would make a file called "windows old" after install which I deleted after installation.

On my HDD there is only 1 partition. I can't find a "system Partition" anywhere. Could this be a problem?
