International Shipping or Local? Amazon its so expensive

I guys I want to build a PC http://pcpartpicker.com/p/mM6Gzy but I live in Europe, Portugal.
And its been difficult to find out a good price+shipping. I thought I was all set to buy the PC but than, Newegg does not ship international, so I was disapointed. With Newegg I could easly get my PC for a total of 570$, because the PSU, GPU and MOBO are usually on rebates and promos. And I am buying it on Black Friday so I think I could get my PC for 500$.

I tried to build my PC from Amazon, but the GPU I select is $223.74 on amazon, and newegg base price is around 185$ with no rebates that just kills me.

Than I saw this R9 280X http://www.amazon.com/gp/product/B00FLMKNE0/ref=ox_sc_act_title_4?ie=UTF8&psc=1&smid=ATVPDKIKX0DER, It's around the same price and its the X version.
I didn't want to get it because it drains alot of watts and it's louder and hotter version of the 280, it performs better, but slightly. I think I can buff the 280 version to perform as well as the 280X at maybe get better temps, noise and wattage comsumption, or at least balance a bit, the best bang for the buck.

Also in the PCPartPicker link, does the mobo support the ram well, does it support 2133 with out OC? And is that mobo from the PCPartPicker link the same has this one http://www.amazon.com/gp/product/B00TOBQQTK/ref=ox_sc_act_title_2?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

If you know any site with cheap product+shipping to portugal let me know. Also I can get things from Germany, Berlin because my dad lives there. And I know that China has very low shipping prices do you know any reliable site from China?

Do I buy International or Local? Local are usually to expensive. As local I mean Germany and Portugal.

This is going to be tough for you. If you are flexible in your part selection you should be able to find an equivalent part on amazon to the price of a similar part on newegg.

Both the XFX and Sapphire brands make good aftermarket versions of Radeon R9 cards so you will be fine there.

There is no reason to buy 2133Mhz RAM. It is overkill and there are no performance gains to be seen after a certain point; that point is 1866Mhz. The best bang for your buck memory is a 2x4GB 1866Mhz Cas Latency 9 for the best price. You can overclock your ram further later.

You should decide on what you want in your system.

If you can find the EVGA 220-G2-0750-XR anywhere in your area you should chose it over your chosen one, but if you can't that one is great too.

Keeping that all in mind try to find a few of your parts in different areas wherever they are cheapest. Maybe your processor, memory and motherbaord would be cheaper if you bought it in Germany, but your Case Power supply and hard drive would be cheaper if you bought it somewhere else.

As far as shipping from china? I only freaking wish I knew where to order things from china that didn't require a freight vessel.

look at tiger direct they may do international shipping. also be care full when you order from one country to another there may be extra tax or inport fee add and some parts warranties may be voided. you have to research the parts your buying and send the vendors and email asking them about there warrantes and if they have a rma dept in your country.
