After letting my little brother on my computer for the weekend, he seams to have made a mess of it and now, for some unknown reason, my Windows Defender is not running. When I type "Defender" into the search bar at the start menu and click on Windows Defender, it comes up with the following:

This program is turned off

If you are using another program that checks for harmful or unwanted software, use the Action Center to check for that program's status.

If you would like to use this program, click here to turn it on.

But when I click it, it doesn't do anything. So I then decided to go into Task Manager and check if the service was running... WHICH IT WASN'T! So, I right click on it and click Start Service and it starts, but then it stops again, then starts again, then stops again. Constantly. So I right click again and click on Services... in the bottom and go to Windows Defender again, right click and bring up properties. I then press Start and it comes up with the following message:

The Windows Defender Service service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.

So, I then change Startup type: to Automatic then go to the Recovery tab and change Subsequent failures to Restart the Service, change Restart Service after: to 0 minutes and click the tick box and press Apply. I try and open it again by searching for defender and and clicking on it and clicking on the "Click here to turn it on" link, and then it just keeps starting, stopping for ever.

I then download MalwareBytes and do a full disk scan and that didn't find anything, and I also go to Add or Remove Programs to see if there was anything recently installed, and there wasn't and nothing was downloaded either.

I also did a little research and I typed this into a raised CMD "sc start WinDefend Enable." and the following came up:

SERVICE_NAME: WinDefend
TYPE : 20 WIN32_SHARE_PROCESS
STATE : 2 START_PENDING
<NOT_STOPPABLE, NOT_PAUSABLE, IGNORES_SHUTDOWN>
WIN32_EXIT_CODE : 0 <0x0>
SERVICE_EXIT_CODE : 0 <0x0>
CHECKPOINT : 0x0
WAIT_HINT : 0x7d0
PID : 6212
FLAG :

I don't know if this will help in anyway, but I can say that the PID was always changing because I wanted to make sure nothing changed and that is the only thing that did.

Please, someone help. I don't know what has done this and I don't know what to fix it.

No, not really... The reason I like Windows Defender is because it is updated all the time, it updates along side Windows and I don't have to pay for any crappy premium fee.

Oh, I also restarted my PC to see if anything would of changed... Once it was all booted up, I tried opening defender again and it worked! It started checking for updates and doing a quick scan... But then it came up with the 1st message again. Saying it has been turned off and if I wanna turn it back on again. I clicked turn it back on and the entire thing just froze. Well... More like kept trying to load... I left it doing that for 10 minutes until I got fed up and pressed the X button and thought it would only close the pop-up box saying it has been turned off, but it also closed Defender and I couldn't open it again.

This makes me think that there is almost diffidently something turning it off... A virus maybe? I don't know. I have also gone though all the processes and services and I couldn't find anything that would cause Defender to keep stopping.

I really want a hand here... :/

Your brother didnt install something else did he?? Because if he did that maybe one reason it wont run.

Or use system restore to before he touched it. Thats if its enabled

And I'm with you. I use WD on 8.1. Because it doesnt slow the system down, and it doesnt crash like 3rd party programs do.

Nope. That didn't work at all...

Once it download, I clicked it and it came up with a pop-up box saying "You do not need to install this software because Windows Defender is included in Windows Vista. You can access Windows Defender from the security section of the Windows Control Panel."

There is only 1 thing that is wrong with this... And it is most likely me being stupid, but I'm currently using Windows 7 Ultimate... Not Vista... ???
