My new build wont start up.

My relative and I just build up a new computer but for some reason it wont start. (this is the stuff i got for the build: http://pcpartpicker.com/p/gRZPWZ ) everything is plugged in. The only thing the computer does when i press the power button is just making the fan over the processor spin (not even a full rotation). Is there something in this build that incompatible or any recommendations of something i did wrong when putting the build together. The only thing i think that might be wrong is the plugs i plug into the motherboard from the case. Its hard to tell what goes to what. My relative is already checking things out on this page http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems . However is there anything else i just not getting?

I would check the front panel plugs once more. Attached is a guide that you can perform when your computer wont start up. Hope this helps! Please refer back to the thread if you need further assistance. I forgot to mention that if you dont have a GPU or any on-board video ports, that could also be your problem.

Does the PC power on and everything, you might not get video because you dont have a GPU, and your motherboard does not have onboard video so that might be the reason you dont see anything

i have a graphic card plugged in so i think that is not the problem. The computer wont even start anyways so it hadnt even got the chance to display anything. (to Jcomptech: My relative is already checking it out while i was starting the the thread. She hadnt find anything yet)
 
1. check the bios rev of the mb make sure it at a rev to post the mb. the rev sticker is on the cmos chip.
2. make sure you have case standoffs under the mb so the mb is not shorted out.
3. check that io shield not shorting the mb out.
4. use one ram stick and the gpu make sure there connected and the 8 pin cpu power is connected.
5. some gpu need more then one power plug make sure all the power plugs are filled.

2. The motherboard has 6 holes for the case standoffs but the provider only gave 3. Is it mandatory to use all 6 holes?
4. Using only one ram stick didn't help

The io shield has been removed with no luck either.

Non of the Led lights or the HDD LED lights come on either.

Not a single light is on too. if it is anything i think it is the missing screws for the case standoff, but still anything else i should be aware of? I don't know anything about building computers.
