Graphics card stealing my system's RAM

I just got a GTX 960 4GB SSC. My system has 8GB RAM installed, but only 4GB is usable. This has caused me not to be able to play some games like Grand Theft Auto 5. Is there a way to have it run with just the 4GB the card has from stock, and not take the extra 4GB from my computer, or do I have to buy more ram?

PS. I have 2 monitors (if it means anything).

4 useable sounds like a bad stick, bad slot, bad MC or maybe they CPU cooler is too tight in a corner or side throwing the MC (memory controller off), could also be if the DRAM came from different packages they just don't want to play
