No display adapters are working - "No AMD graphics driver is installed, or the AMD driver is not functioning properly"

I have literally tried everything for the past 3 hours to try and fix this issue. Every time I restart after installing AMD drivers this message appears. Usually I can dig my way out of a problem but this one has me completely stumped.

Windows 8.1
R9 290
i7 4790k

I have tried:
- Removing Windows update KB3004394
- Using DDU to completely remove all traces of drivers in safe mode
- Installing various beta and non-beta drivers (from 15.6 and even all the way back to 13.12)
- Searching the entire internet for any solutions

I recently reinstalled Win8.1 on my PC and installed the AMD drivers fine, but after a few weeks of updates I needed to reinstall the AMD drivers and now they won't install at all, which makes me assume that one of the hundreds of Windows updates is the problem. Probably would be easier to switch over to Nvidia
 
Uninstall catalyst control centre mate (program only) leaving the amd display & hdmi audio drivers installed.
Reboot & see what happens.

I've had this error in the past & it turned out to be a conflict between the CCC program version & the actual display driver.

This looks like it fixed the error popping up, I don't see it anymore, but my second monitor is currently still just mirroring the primary display, which I'm assuming means the actual driver still doesn't work.

"The best driver software for your device is already installed"

Right clicking properties shows this: "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)"

Yeah that didn't work :\
I have no idea what it could be, it was working fine for a few weeks but as soon as I tried to reinstall the drivers it just wouldn't work again
 
All I can say for sure is a mass win 8.1 update install created me a load of problems.
So much so that I've disabled automatic updates at the moment.

Check your upates - see if any haven't installed - I had to manually do mini batches of 4 or 5 as otherwise it tried to push updates oos & a lot failed on reboot.

Also run a SFC /scannow command from an administrator command prompt just in case you have some corrupt dll's sitting around.

Yep, I just tried all of that. I have now realized that NONE of my display adapters are working - I removed the 290 and even the Intel 4600 onboard graphics displays a yellow exclamation point next to it in Device Manager.

I tried installing the Intel 4600 drivers multiple times through Intel's site & through Device Manager, both did not work and still display the error.
I also tried uninstalling about 50 Windows Updates, made no difference.

If I purchased a 970, what do you think would be the chance that this would happen with that card too? Seeing as both the internal gpu and my 290 don't work.
