My steam games are not running or are really slow after a storage switch

So I bought a new mobo, an ssd and a new case to upgrade my computer. My current setup is an msi 970 gaming mobo, amd fx6300, r9 280, evga 650w gold psu, samsung 850 evo, and one toshiba and western digital hdd.

I installed windows 8.1 to the ssd, booted, and then booted again with the other hard drives. I installed steam on the ssd, and my games on my f:/ drive(western digital). The games I had wouldn't load, as in they'd be loading for like 10-15 mins before I would exit out. I tried to validate one game, and 12gb of about 40 were corrupt. After that it still wouldn't load. I reinstalled the game completely, and still had the same issue.

I did a factory wipe of all drives, and reinstalled the games again, but the problem persists. This happens on larger games, GTA V, Dying Light, and Shadow of Mordor. Antichamber, which is much smaller and has no loading or title screens can run though.

I know this isn't a gfx issue, psu issue, or processor issue because they were the same components in my earlier build. I have all drivers applicable updated too. But I have no clue what is causing this. I previously had steam installed on my toshiba drive, and the games installed on the western digital one. So I know that that shouldn't be the issue either. Any suggestions to troubleshoot?

I'm very sorry to hear about your issues with the WD HDD. :( I'd recommend you to test the drive's health and SMART status using WD's Data LifeGuard Diagnostic and see if there are any errors we should be concerned about.
