What Power supply you have? Cheap power supplies can cause this kind of a problem, also you should check idle temperatures with MSI Afterburner or HW Monitor, you can download those tools for free.

If you idle temperatures are high there might be some problems with overheating, you would need to re apply the thermal compound on the CPU.

if your getting those idle temps from the bios then that isnt that abnormal, the bios will put full voltage to your cpu.

check your gpu temps as well.

i7 4790 should run 30-40°C at idle even with stock cooler, your computer is overheating, your case might need more ventilation or the CPU thermal paste needs to be reaplied and the CPU cooler needs to be cleaned.

Also it can be a cheap power supply problem.

Turn the PC off before opening the case. Also check GPU temperature, it might also be the GPU overheating and CPU might be fine, 46°C at idle is not that bad if you have a very hot room temperatures with bad PC case ventilation, so you can solve it just by adding fans to the PC Case or buying a new case.
