File Transfer From HDD to USB Problem

I can't for the life of me figure out what is causing this problem, the computer is my first custom rig and for the last few months the only problem I've had with it is this.

I just want to know why it is transferring so slowly and pausing at the end for so long, it does eventually complete though.

any help or any tips to further diagnosing the issue are greatly appreciated.

Edit: the transfer rate between my HDD and SSD is fine, so I assume something to do with the data getting to the USB.

Large files also show a false number and are slow like the 600MB file. just longer since its bigger.

The only other pen drive i have is an old 4GB mp3 player and that is also the same.

All tests done with NTFS formatting.
