Ok, so I downloaded the Witcher 2. When playing it on medium, I got about 12fps. Then, when I changed the resolution to half what it was before and put the graphics on low, I could get just about 30 fps.

I have put the game on 'high perfomance' using the AMD catalyst control centre.

My specs:

Intel i5-4210u @ 1.7hz
AMD R7 M260
8GB RAM
Windows 8.1 64 bit.

Witcher 2 recommended requirements:

Windows XP/Vista/7
Processor: Intel or AMD Quad-Core
Memory: 3 GB (Win XP), 4GB (Win Vista/Win 7)
Graphics: GeForce 260 (1 GB) or Radeon HD 4850 (1 GB). Resolution: 1440x900.

What is wrong, and what can I do? Thanks!

It is most likely you cpu as it recommends that you have a quad core cpu and you have a ulv chip. Plus you gpu is very weak and I don't think you will be able to play the games you have said as they are very demanding.

My best advice if you really want to play witcher 2 is try and put the res at 1024 * 760 and put the settings at min with all effects off.

Or a better choice would be to get a cheap desktop to play these games.

Should I consider overclocking it?

Also, can I run games like batman arkham city and origins, far cry 3, sleeping dogs definitve edition and payday?

Damn, I knew my gpu wasn't great but i didn't know it was that bad :( Game Debate and Can You Run It said i could handle these games and good settings but I'm not sure anymore :(
