I would not say better cooling both builds cooling is good enough.
Both builds have wasted money build one in the 16GB of memory and the overkill on the power supply.
build 2 on the motherboard that I will say is not a very good board, and has a low quality power supply., overpriced case for being on a budget.

so then i guess the only big difference is that the first one is has better cooling water cooling.

For gaming, you shouldn't see a difference at all between those 2 builds.

Same CPU and same GPU should net you the same results in gaming, and the difference between 8 or 16GB RAM in gaming is non existent or extremely extremely small.
