Clean installing after new motherboard/CPU installation

How do I perform a clean install of Windows 7 AFTER I have already installed a new motherboard and CPU? Currently I only get the infinite reboot. I do not care about lost files.
 
Solution
Change the bootdisk in the BIOS to DVD. Save settings then boot from the DVD

Once its rebooted (the 1st time), dont press a key AGAIN. Otherwise it'll start from the beginning. Let it continue

Can you boot from the Windows 7 disk? Do you have a Windows 7 disk?

Was this a homebuilt machine or a vendor-built machine? You may have license issues if vendor-built - you need to have bought a copy of Win7 for it to install in what is effectively a different machine.
