Help for good specs for gaming desktop

Hey I'm new to the forums. I can't really figure out a setup within my budget. Could anyone recommend me some good enough specs to run games at 45-60 fps?. I don't know if my terminology was right, but in case if I'm saying it wrong I need an affordable and high performance CPU, Graphics Card, PSU, etc. Maybe something that is proportional to the price but is a little bit high-end. I mostly play games like League of Legends, Guild Wars 2, and Minecraft. My budget is below $700.

This includes an OS, but it would be wise to use Windows 10 Technical Preview and put the extra $80 into parts.
