Stupid question about this r9 290x and newegg

Ok so what the hell is going on here?

Why is that one different from this one???

The out of stock model is clocked 100MHz faster than the other one.
To my knowledge, that is all that is different in the two.

The V2 in the second cards title leads me to believe its the second revision of the card.

They are different versions. One is old, and discontinued, the other is the current version. Both have the same specs, but its just a new SKU/part number by the manufacturer likely due to an engineering revision.
