CS:GO Low FPS

In CS:GO im only getting upwards of 30 fps, an i feel as if i should be getting at least 60.
I could be wrong but my specs are:

GPU: GeForce GTX 750 Ti
CPU: AMD Phenom 9600 Quad-Core Processor 2.30 GHz
Ram: 3 GB (not a lot i know)
OS: 32 bit Windows 8.1
Current resolution: 1920 x 1080, 60Hz

Im also running this game in the lowest possible setting with a low res and STILL only getting 30.
CS:GO, I thought was an easy game to run. Ive ran out of ideas, other than my BIOS is messed up. Of course its not the best rig, but i don't feel as if i should be struggling with this game.

Turn on multicore rendering, it helps a little. The source engine dosen't like more than 2 cores really.

Yeah it does help a bit, but still only getting 35 FPS, at the lowest settings. My brothers little laptop, is running the game with no struggle at 60 FPS. And I'm positive my computer is much better than his. It's also a quad core laptop.

the original phenom cpu's were terrible performers, very likely your problem. im not at all suprised at your FPS, your cpu is a large bottleneck for CSGO

Run the game in 1440*900 and make sure its plugged in. if its unplugged it uses half the power. Make sure you have vsync and msaa disabled as well.

I have the same cpu as you, and the reason for this low fps is the TLB Bug old phenoms have.

Take this Thread, scroll down right below the crysis picture and download the TLB fix 1.05 and Crystal CPUID.
Save and extract both onto your desktop into the same folder and run the TLB Disable as administrator.
