Solution
Short answer, i5 4590 (3.3 - 3.7) and i5 4460 (3.2 - 3.4) almost equal, though 970 is way better than 960.
i5 4460 + 970 more future proof choice.

This is pretty bad PSU for the price. PSU tier list : http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html

Better PSU, 2 x 4GB Memory, for dual channel, great value Cooler Master Hyper 212 EVO

Cooler for what I am not even overclocking it

And this is the best parts that I can get in my country.

As far as I know cooler is for overclocking, with cpu like i5 4690k and z97 mother board

I have not intention of overclocking, so I guess I do not need a cooler

Hi! Nice CPU, RAM, HDD, GPU and PSU. I dont know how good the monitor is. But i am using a Dell S2240L. Check it out once! Well, if you can spare 10 more dollars, go for an Asus Z87A LGA 1150 MOBO. Z87s are much better than the older LGA 1150's like B85s and still better than H97. They support Nvidea SLI which your current MOBO does not!

The monitor is pretty good for the price. Specially when you consider the response time 1ms for recent AAA titles. It helps a lot.
I might consider looking at the motherboard Asus Z87A

I'm not takling about a water coolant I'm just saying that you will need a air coolant and no coolant isn't for OC only causing the coolant that comes with the cpu isn't good enough that if you want the best of your build and to get a longer life span for it
and you should consider changing to Asus and also the power supply is not worth the price

After everything I have settled for this. I am really on tight F*** budget. But I need 1080p gaming with decent frame rates. Nothing else.

Here is my conclusion. Let me know what you guys think?

Let me know what you think in terms of PERFORMANCE PER PRICE....

In Dollars I know there is not much price difference, but currency in our country it is huge difference.

Also today in news nVIDIA announced price decrease in flagship cards like GTX 970, 980 and 980Ti. Waiting for that to happen. They announced this because of Fury X
