Built my first PC, running into some issues. Please help!

Hey guys, so I built my first PC about a month ago. It's running pretty good, but I've been running into some weird problems (some of these are just nitpicks). Please give me some tips on how to fix these...

List of problems:
-Computer is very loud. I'm using the stock Intel cooler, but so are my friends and their PC is near silent considering they even have a graphics card (I've just ordered mine). Is this due to my fans being connected to my PSU?
-Sometimes when idle, my PC is using up to 6gb RAM, one time it was using 95% of my total 8gb RAM memory.
-Occasionally my hard drive will make a weird turbine like sound. It's gonna go from silent to loud and then stop. I also noticed that when this happens I can't open the start menu. This happens a few times a day.
-The speed of my RAM is 1866mhz, but in Task Manager it says the speed is 1600mhz
-HDD light isn't working, the cable is connected to the pin (maybe the wrong one, not sure)
-When booting, my motherboard screen doesn't show up like on other computers. My screen just flashes twice and then it goes into the Windows 8.1 booting screen which lasts 3 seconds until the PC is on. This bugs me because I'm not sure when to press DEL to get into the BIOS.
-When shutting down, it doesn't say "closing programs" like on Windows 7, or any of my friends PC's who use Win 8.1, does this mean my PC is just turning off without closing any of the running programs?

The last three problems are just me nitpicking but I'd really like to have a word with someone experienced before I go and maybe mess something up. Could some of these be due to driver problems? I installed the drivers from the internet since my case doesn't have a optical drive, and I remember some stuff having problems installing (.NET framework and some other shit)

PSU: Cooler Master G550M
Case: NZXT S340 Black/Red
OS: Windows 8.1 Pro
 
Solution
1. Noise comes from fans running at high rpm.
The stock intel cooler will get noisy under load, but not at idle. Possibly you do not have the cooler mounted well. Check tat all 4 pushpins are through the motherboard and locked. If you nudge the cooler, there should be no wiggle.

2. Windows keeps unused code in ram in anticipation of possible reuse. The key metric is your hard fault rate which should be very low, <1 per second.

3. Hard drives do make noise when very busy. Likely normal.

4. You need to set the 1866 xmp profile in your bios .

5. The led front panel leads are polarity sensitive. Assuming the pins are correct, try reversing the leads. No harm comes if they are wrong.

6. At boot, keep rpressing del or F2...
Since you have a SSD, your motherboard's BIOS is probably set to fast boot so it can boot faster into windows hence you don't see anything during the boot up. Also during shutdown, it did closed your programs but very quickly hence you don't see it say closing programs/ shutting down.
Installing drivers from the internet is fine as long you got the correct ones.
If your fans are powered by the molex connectors from your psu then yes there will be running at 100%. if there are PWM fans and are connected to a fan controller or the motherboard, they can have a fan profile to make them run at a reduced speed.
Your ram is probably not set to run at 1866Mhz. It should be able to run your ram at that speed once you set it in the BIOS with the XMP profile.
With the ram usage, you should check what process is using your ram to 95%.

1 - intel stock cooler is really loud. so, if you tax the cpu to outer limits, it will be heard :D
2 - dunno, check your scheduled tasks. (also chrome can eat lots of ram)
3 - this is normal, when you do nothing, the drive will park it's head and fall asleep. if you wake it up, it makes a sound like a 'helicopter start', and your system is on hold till the drive starts and is usable :D
4 - check your bios for proper settings
5 - dunno
6 - that behaviour is in the bios settings
7 - no problems, it will always close all the programs and then shut itself

Once there, there should be a setting for how long to display the splash screen.

7. I am on 7, so no help with closing programs message. I don't think I get them except when one will not close.

@All of you

The PC is loud when idle, so I suppose it must be the case fans running at full speed, the cooler is mounted perfectly. The RAM usage is still bugging me, when I booted my PC up a few hours ago It was 20% and now it's 35%. The hard disk makes noise no matter if I'm playing games or browsing the web, @random stalker's answer wins this one (I guess.. or hope).

All other questions have been answered, I'll connect the fans to my motherboard instead of the PSU and reconnect the HDD light, change RAM speed in BIOS and put the splash screen to be a bit longer. Thanks!
