AMD Random CPU usage spikes during FPS games

I built this PC about 2 years ago, and I have no problem running League, or Diablo on all the highest settings, but some games that I should be able to run easily my CPU spikes to ~90%. No idea what the reason is, I've tried unparking my cores, that was the only thing I saw in my research that i thought might have worked other than formatting and reinstalling Windows 7. It spikes if I try and use OBS at all also.

Running OBS makes the cpu encode whatever it is ur are recording/streaming, so it will increase cpu use.

I ran a 8320 oc'd to a 8350 with a stock 7970, so close to ur 7950 with no problems in any game i threw at it with changing noithing in windows 7 other than doing the windows updates.

What games are the ones causing the spikes to occur? Also are the spikes causing lag? Some games are better optimized to use the core count of the fx 8 cores better than others, so will utilize them more increasing use and maybe some spikes.

I haven't tried to stream recently, was just saying to try and show it wasn't some weird problem with my GPU. Normally I play League nowadays with no problem, although with league, a stream and iTunes open a weird static will start playing along with my music in iTunes.

But yeah, I was under the impression my pc could run most any game easily. Diablo 3, Bioshock, League all run on the highest settings with no problems, but Battlefield, Dirty Bomb, most shooters really I cant really run on the minimal settings.

I thought I'd be able to stream League at a decent quality, and I cant even at 360p.
