Moving a file, access denied

I'm the administrator and only user of my PC, and I'm trying to copy a large .rar into a normal folder, but 1 of the files doesn't want to move, it says "Destination Folder Access Denied, you need permission to perform this operation." I checked the security and made sure my account has full control over the folder and even the folder that it's inside, but still can't move the exact file over.

Just go ahead. Sometimes that's all that's needed.

That's why I posted, I have full permission but I still cant move it, I can move the file anywhere I like except the ONE folder I want to move it into.

Its just a game folder, Im trying to add a mod with multiple files, they all move but a single file.

Maybe that file can't be moved without the mod being crippled.

I first moved them all at once, and it's like the 3rd to last file, so that file and the last 2 didn't move. So I unpacked the .rar somewhere else then tried again, same thing, every file except the last 3, so I moved each of the 3 individually and the single file still wouldn't move, but the other 2 moved fine, and the mod doesn't work without the file at all.

Got it working, I had to move the destination folder into another folder, then it worked fine for whatever reason.
