Would The Cooler Master Hyper 612 PWM Be a Good Cooler For The AMD FX-9590 ?

I believe the 9590 recommends water cooling. The hyper 612 doesn't perform a whole lot better than the 212 evo, some but not a ton. The 9590 is a hot cpu. I think the retail ones with cooler ship with a 120mm all in one liquid cooler from amd, the liquid cooler being the stock cooler. Maybe check into a corsair h75/h80i or h100i or similar.

Your temps will be high, some people actually dont mind this but depending on ur ambient temp the cpu temp on full load for hours may be an issue. If you wamt to be safe get a nh d15 or a nepton 120xl if u are really on a budget the seidon 120 should be the minimum.
