I want to be able to stream of games as well as my ps4 through a capture card on this pc. I also need to be able to edit videos on this. Sorry for the very small budget but Please help! I also need a recommendation on a good cheap keyboard and mouse! Thanks in advance!

FYI, your budget doesn't match your demands.
You need more money to do what you're asking, That lenovo toot linked is really weak actually.

You can get a computer for under $500, but you can't have a gaming and streaming computer for under $500. you're gonna need about $700+ for that.
This is a pretty weak gaming computer, it's video editing performance is so-so at best as well.
